For now BrowserHTTPSDowngrade inherits from BrowserUnavailable but it
would be more logical (as for 404 errors) to handle it like a crash
instead of a server error.

When we face a 404 error it is more logical to raise a real bug error
rather than a browser unavailable because usually 404 errors are not due
to the website being unavailable for any reason. This will enable the
tracking of 404 errors more easily.

meant to work with oAuth2 compliant modules. The module constructs the
authorization_uri with every params it needs (at least client_id and redirect_uri),
then raise BrowserRedirect with this uri.
