weboob.tools.capabilities.bank.test: let the caller inherit BackendTest

If BasicTest inherits BackendTest (and TestCase), its content will be
run, while it shouldn't because it's an abstract class.
Simply inherit from object, a backend's test class will need to inherit
itself from BackendTest.
