weboob.browser.filters.standard: Handle unicode minus sign in CleanDecimal 

The unicode character `−` (U+2212: MINUS SIGN) was ignored by CleanDecimal.
This causes amounts that have this character as a sign
to be positive instead of negative, for example on boursorama.
