[capabilities/wealth] Create file wealth.py with temporary imports

These imports will be used while we shift all module imports to
weboob.capabilities.wealth, we all is done we can move the
wealth-related classes from bank.py to wealth.py
The "__all__" makes sure that classes are used to avoid pyflakes crashes
'import but unused'.
